Third-party quality inspection is the specific activity of verifying that a completed roofing installation meets the contract specification, the manufacturer's installation requirements, and applicable building code - by a party who has no financial interest in the outcome. This is distinct from owner representative services, which is an ongoing presence during production. A third-party quality inspection is a discrete engagement conducted after production is substantially complete, focused on verifiable installation quality rather than process monitoring.

Atlanta commercial roofing installations are not routinely inspected by the building department. Commercial roofing permits in the City of Atlanta, DeKalb County, Cobb County, and most Atlanta-area jurisdictions require a permit and a final inspection, but the final inspection typically covers basic code compliance - not the detailed installation quality standards that determine whether a manufacturer's warranty will survive a claim. The manufacturer's field inspection at closeout is more technical, but the manufacturer's representative has a relationship with the installing contractor and is not a neutral party.

Seam testing: TPO and EPDM seams are tested with a 5-pound probe wheel along every linear foot of seam to verify weld integrity. Failed probe-test locations - where the seam separates under probe pressure - are marked on the roof zone diagram and documented with photographs. In Atlanta's humid climate, cold seams from wet-membrane installation are the most common installation defect we find. A probe test finds them; a visual inspection does not.

Membrane thickness and specification verification: We cut test patches at representative locations to verify that the installed membrane is the specified thickness. This is particularly relevant for TPO, where 45-mil and 60-mil membrane look identical from the surface and some contractors have been documented substituting thinner material for specified 60-mil product. Patch locations are repaired with manufacturer-approved materials as part of the inspection process.

Attachment pattern verification: For mechanically attached systems, we verify fastener spacing in the field zone, perimeter zone, and corner zones against the specified pattern. Atlanta buildings require IBC 2021 wind-uplift design compliance - corner zones in Exposure B typically require 4-inch fastener spacing. We count fastener spacing in representative corner sections and document compliance or deviation.
